He is trying to say you can breath in glass dust zos. But I am pretty sure it is going to be left over glass dust from the manufacturing process and not going to continue to "leak dust" off it but that is what he claims that with use it is going to leak dust.

the rough finish on the glass joints acts as sandpaper, effectively rubbing off some glass every time you slide it in and out.

as for glass dust traveling through bubbles of air moving through water-it sounds unlikely. Something about the density of glass and some other shit. I don't think it works like that. It may-but I don't care. I also don't smoke off of glass on glass. if it really bothers you put some tape around your slide and BAM! no more glass on glass rubbing.

Inhaling a little bit of glass isn't going to kill you anytime soon, and it probably won't have any serious effects unless you inhale a lot of it. But it certainly isn't good for you and it might affect you later in life. I would avoid these bongs if you can.
