Is there an inexpensive handheld device that exists that allows the recording of short sounds(like only 2 seconds long) with many buttons on it and each button can record and play back each sound? Or if not, how would I make such a device?

you could make a flash soundboard, but unless you use a laptop, it's not really handheld.

That, or you could head on down to guitar center and buy a looper/phaser.

just buy one of those cheap, multi-function MP3's, or recording pens.

I need at least 7 sound buttons on the device.

I usto use an iPod with the mic and then select the playback of the selected sound.... I t really came in handy for phone calls

You can buy gift cards that you can record short messages in.

Some talking keyrings will let you re-record over their preset sounds.
