Jedit is a good multiplatform programmer's notepad. Personally, I like Notepad++ better, but Jedit is a good replacement that works on all systems. Notepad++ is a little bit better since it has tabs rather than a dropdown, and it doesn't rely on java.
Kompozer can be used in Linux as a replacement for Frontpage. It's simpler, but it gets the job done. EDIT: Apparently this program is actually multiplatform(works for Windows).
Firebug is a great plugin for Firefox that lets you inspect the elements of the page that you are working on. It allows you to look at the HTML, the javascript, CSS, etc. It's an awesome tool. It might be available for other browsers now, but I'm not sure.
Now this isn't free, but it has a 30 day trial; it's called Skybound Stylizer. It's a WYSIWYG for CSS that works wonders. Some might say it's cheating, but it makes writing style sheets very efficient and it's good at creating valid CSS. I wish there was a free alternative, but there isn't. The closest is Firebug, but it doesn't have all the CSS features that Stylizer has.
