Some of the best girls I met on dating sites didn't have display pictures. All of them, however, sent pictures without hesitation when I asked. The ugly/fat ones didn't.

And I can see the reasoning behind it, too. Attractive girls on dating sites get spammed to death by idiots. Not to mention, attractive girls can get laid by morons easily by just going to a bar/night club. So the reason they go online in the first place is because they want something more than that.
And by not having a display picture, it provides a filter of sorts. A guy will have to like what he reads, and he won't be able to send a message saying "omg ur so hot wanna come to my place lol".

It's true, it's not only uglies who don't have pics. It's always worth a quick message to find out, way better chance of getting a reply as well - people without pics get far fewer messages.
