if the administrators(or whoever has access to i'ps) lives in the states, the fbi can get the i'ps easily through legal means even if the actual site is hosted offshore. Same goes with bank records, if theres someone in the states with direct online records on there computer of an offshore bank, the american government can look through that information through legal means.

And as far as i know vbulliton automatically logs i'ps of members from every post because every post here has to have a i'p attached to it.
