I have a feeling they wet down the streets in order to give the neighborhoods a dirty or gritty look, given the tone of the film. Wetting a street downs so the audience will subconsciously be afraid of slipping seems like some pretty arbitrary mise-en-scene to me, even by film making standards.
That aside, the "Corner Store Long Takes" from Shaun of the Dead will always been my favorite bit stage setting.
