how to obtain a fully functioning ebay and paypal account?

My friend has had problems with ebay/paypal before and got her accounts shut down by both. My friend wants to sell on ebay again, what is the best way to obtain fully functioning ebay (possibly with some positive reviews) and paypal accounts? Can you purchase one? If so, where and how?

Don't purchase either. Both will limit the account if too many IPs have been used. I've heard of PP banning accounts for 2 different IPs used.

This happened even when I was trying to legitamately use it when I was in the Philippines, it took 3 months to get it unlocked.

Something I've seen on eBay a few times is a new account will sell a lot of low-value items to one or more shill accounts - it drives up the feedback ratings and costs little, and most people don't bother checking the ACTUAL feedback, just the number beside the seller's name.

This. Make another eBay account and do it a few times. You can easily cancel payments/auctions within accounts so you don't get hit with eBay fees. A number with 100% is much better than seeing a big zero.

Erm, find an inactive email address that you can guess the security question of.
Scope small forums, metal forums, gaming forums (steam, runescape, WOW.)
Security questions are easy to guess.
Best friend? < Facebook
Favourite movie? <Facebook/myspace (pipl.com) OR guess "Harry Potter" "Lord of the rings"
Birthplace? <Current location for alot of people.

If you spend an hour or two doing this, you will get ATLEAST one.
