Because the Nguyen dynasty changed entire villages and families to that surname as a sign of their favor. Because of the commonality of the name after a few generations it just became the go to name to blend in and hide your own history. Because a Nguyen name couldn't be traced to any part of the country, someone escaping turmoil in their region could leave all the bad blood associated with thier name behind by adopting Nguyen, and since it was a name issued by royal decree, not risk adopting someone else's bad blood with a new name. The training did have some advantages, though im sure its not worth the bad side-effects...like the soldiers reverting to hitting people who dont obey quickly enough (how they were trained).
