Application to generate Symbian S60 certificate and key

I need a program that uses the phones IMEI to generate the signed certificate and key that I can use to sign applications...

What phone is it for? When I had an N95, there was a patch out for it which allowed it to install unsigned applications.

It's a Nokia E5-00, Symbian OS v9.3, s60. I looked around but it looks like I need the cert & key before I can patch...
