Yep, though it was definitely more of a corruption issue rather than incompetency.
As long as the blacks stayed in their neighborhoods and didn't fuck with the cops, they would be left alone. Most all the cops saw it as a good thing that blacks were killing other blacks. Up until at least the '80s, NO cops wielded complete power to kill and torture with impunity, white or black -- both of which did happen with shocking frequency. Judges, DAs, cops, it's all one big fucking racket of corruption down there.
My grandfather was a firefighter in NO when the Black Panthers were at their height. If the black neighborhoods were on fire, they'd just let it burn because the Panthers would shoot at the firefighters before the cops got there, if they even decided to show up.
