I recently read an article via HN about how the networks specified in OPs articles wouldn't work all too well. The costs in maintenance would be simply horrible even with skilled technicians devoting their time to it, not a buncha wannabe techs.
Simply put, wifi isn't the best technology for this, the signal is too weak, a few story house would need at least a dozen or two dozen for this to function good enough for use.

The days of analog datalines like dialup are almost in the past. Everything is being replaced with underground optics or upgraded cable on the lines. Tapping in hasn't really much changed in theory, but the equipment and know how to do so is much more advanced. Satellites would honestly be the way to transmit data on the low for a while until people caught on.

I think we need to specify the exact scenario so we can figure out what we're looking for.
Are we talking about mass internet shut down or just internet getting shut locally? The latter seems more obvious, as wireless routers can be hacked or used for free in certain areas.
I've always been fascinated with how data can be trasmitted in a situation where mass communication has been severed.
Many amateur radio people use morse code and you can even use programs to send and receive text through morse. Though I found that the accuracy usually isn't very good. I think a better way would be to use DTMF , as it is more accurate and can be sent faster.
There must be some way of mesh networking of computers, though.

I wasn't too keen on dial-up being mentioned in the article, but packet radio seemed interesting.
Omnidirectional antennas would probably be a decent way to transmit data in case of a complete closure of the Internet although would be limited by the size of your rod. It would be a decent way to communicate with your local area...
