In the Hebrew Bible, the devil didn't serve the purpose you think he did. He was entirely subordinate to God, his job was to test people, try to tempt them into sin, to educate them... in God's strange, idiosyncratic way. But the figure of the devil was entirely bound by the will of God (Cf. Job ii. 6).
