you're point is half-valid, i agree.
but look at it this way. making a revolver-action or repeater style coil gun has always had major design flaws, mostly having to do with the fact that these weapons are mostly made by DIY'ers.
with the chain gun style, i saw a way to utilize the stock clockwork and pneumatics to accelerate the bolt forward, tripping the eyes, firing the SCR's, and ultimately accelerating the projectile to its final peak velocity. i basically take a stock vulcan, adapt the chain to fit bolts, and retrofit a coilgun onto the end of the barrel.
almost every single coilgun out there is single shot, or bolt action. also, adding a 5KV stun gun bayonet circuit onto the muzzle would increase the likelyhood of mainstream acceptance, funding etc. half the battle of a practical coil gun is getting it to shoot more than once in a blue moon. nobody wants to carry a flint-lock pistol anymore do they? but captain jack sparrow sure seemed to think it was handy, back when it was the pinnacle of portable ballistic velocity lead accelerators. besides, this bitch is gonna be nearly silent.
