1) Creates menus. They're a bitch to make.
2) Images and texts must be determined by percentage, rather then pixels, so it can scale well when going from 800*600 to larger.

Yes, it does. I used it and it allows you to set the percentage level, also it's pretty simple to use and available on Torrents. Go for 8.0 Latest.
