It does make sense, until you remember to factor in glycogen.
Your liver and muscles hold roughly 2000 Calories of glycogen, also known as animal starch (a complex carb).
If you haven't been radically cutting back on carbs, you'll still have a bunch of it stored away as glycogen. So you're not gonna really clean out the complex carbs from your system from an overnight fast.
It is true though, that you'll pull more from your body's stores if you are exercising on an empty stomach. But it's not necessarily fat, as there is a lot of stored carb as glycogen.
