'Cartoon' is all inclusive - the pic might be anime, but that doesn't mean it isn't a cartoon.

It's more regional term than a definitive one
Cartoon -> west, anime -> east
Just like
Comics -> America, Manga -> Japan, Manhwa -> Korea
etc.

It doesn't really matter though since lately we've seen joint projects from both sides and a more blend artstyle in both of them
But for some reason hardcore anime fans does get mad by this

It is regional-based term
So basically:
Anime is anything animated from japan with distinctive art for certain degrees
Cartoon is anything animated from America with distinctive art for certain degrees
At least that's what this term means for some community
