Growing roses?

Theres some rose bushes in my backyard. They look like shit. How can I make them grow flowers?

I'm in ontario if that makes any difference. And they are planted in good soil.

I don't know anything about pruning roses or how to make them flower...

Advice? (I can also provide pics in needed).

we had a rose bush at my rent's house,

they never flowered because my dad would prune them down.

He heard that if you don't prune them, they will grow blooming flowers, though I don't have any idea why.

Instead of pruning them, he bent all the stems and entangled them towards the middle of the bush, otherwise they would have reached four feat into the air.

The key thing to actually NOT put too much fertilizer. Not saying that you do.

I didn't put any in.
