Question What is it about a chemical that makes it suitable for Sublingual administration?

What chemical property makes a drug/chemical able to be administered sublingually (under the tongue)?

Like how some drugs (e.g. benadryl/diphenhydramine-hcl) have a HCl molecule on them so that they're readily absorbed in the stomach, what is it that makes something readily absorbed through the tongue?

Sublingual administration should work well with water soluble salts.

I really dont want to get into "the solvent" discussion though.... let some other idiot come along and say it... just I dont... want to...get into it.
